Кто-нибудь может мне сказать, о чем речь в данном абзаце на грамматном русском? Что там спадает и нафига...и при чем тут низкие пики высокочастотных формант?!

The spectrum with a low frequency second formant will have low peaks for the higher resonances and low amplitudes at the higher frequencies because after the second formant, the spectral amplitudes drop at a rate of 24 dB per octave. Conversely, a spectrum with a high second formant will have high amplitudes at the higher frequencies because the roll-off of one formant is one-half of the roll-off of two formants.
